What Is Local Law 75?
NYC’s Local Law 75 of 2009 requires all roll-down security grilles on commercial buildings to provide at least 70% sidewalk visibility by July 1, 2026. The law has been on the books for years, but many business owners are only hearing about it now.
Who Does This Affect?
The requirement applies to buildings in Occupancy Group B (Business) and Occupancy Group M (Mercantile) — covering offices, banks, professional service businesses, retail stores, markets, and showrooms whose security grilles face the sidewalk. City of New York
What Does “70% Visibility” Actually Mean?
A compliant grille must allow a person standing on the sidewalk to see at least 70% of the area covered by the grille when it is fully closed. Open-mesh or open-bar grilles that allow a clear view through are compliant. Solid or near-solid metal roll-down gates are not. Partially perforated metal panels depend on the perforation percentage and must be verified.
What Happens If You Don’t Comply?
The DOB will begin issuing violations on July 1, 2026. Once you receive a violation, you have 90 days to correct the condition and file a Certificate of Correction with the DOB — no penalty is imposed if you cure it within that window. After 90 days, fines start at $250 for a first offense and $1,000 for each subsequent violation.
Non-compliance also affects your ability to certify corrections on other open violations, which can complicate refinancing, sales, or future permitting.
